Portuguese Executive Arrested in Europol Money-Laundering Operation

A Portuguese business executive identified as Paulo Fernando Monteiro Rodrigues has been arrested as part of a major Europol-supported operation targeting organised crime networks accused of laundering hundreds of millions of euros across southern Europe, according to judicial sources.

The arrest followed a coordinated law-enforcement action in Portugal and Spain that resulted in the detention of 14 suspects. Investigators believe the network provided large-scale money-laundering services to European criminal groups involved in fraud, trafficking, crypto currencies and other serious offences, facilitating the movement and concealment of more than €438 million in illicit funds.

Rodrigues is the chief executive of Mind Over Body and a former senior figure within CONEBI, the European cycling industry organisation. He has ties to Coimbra and Porto and has been associated with several companies operating in the performance mobility, e-bike, digital serialisation, and smart product identification sectors.

Authorities allege that corporate structures linked to Rodrigues may have been used as part of a broader money-laundering scheme. Prosecutors stressed, however, that the investigation remains ongoing and that no final conclusions have been reached.

Following his arrest, Rodrigues was released on conditional bail, judicial officials confirmed. Bail conditions reportedly include travel restrictions, financial oversight measures, and an obligation to remain available to investigators. Pre-trial proceedings are expected to continue until at least April 2026. Prosecutors have indicated that further charges against individuals or companies connected to the case remain possible as the inquiry develops.

Companies under investigation

Prosecutors confirmed that several companies linked to Rodrigues are under formal scrutiny. Investigators are examining whether these firms were used to facilitate money laundering through mechanisms such as false invoicing, inflated commercial contracts, and layered international financial transfers.

Financial crime units are also assessing whether any of the entities benefited directly from criminal proceeds or acted as conduits for third-party criminal organisations. Europol stated that the operation has entered a second phase focused on asset tracing and recovery, with properties, bank accounts, and digital assets already frozen in multiple jurisdictions.

Additional allegations under examination

Sources familiar with the investigation said Rodrigues is also being examined in connection with allegations related to child trafficking and prostitution rings linked to a wider criminal underworld network. Authorities declined to provide further details, citing the sensitivity of the case and the involvement of minors.

One alleged victim is a 12-year-old child, whose identity is protected by law. Prosecutors confirmed that child-protection specialists are involved in the ongoing proceedings.

A second alleged victim, a Portuguese business owner, told investigators that his company was defrauded of more than €250,000 through what he described as misleading contracts and false representations connected to international business ventures which involved payments in crypto. According to the complainant, Rodrigues’s professional reputation and industry roles influenced his decision to enter into the disputed agreements.

Europol operation context

Europol described the arrests as a significant step in disrupting organised crime infrastructure in Europe, noting that money-laundering networks function as financial service providers that enable a wide range of criminal activities.

Authorities warned that further arrests and asset seizures are possible as investigators continue analysing seized documents, electronic data, and financial records as the investigation continues to be active.
